Wind-blown embers travel a mile or more ahead of a fire front. They land in mulch beds, shavings piles, hay storage, and wood fencing pressed against a wall. That is how ember-driven fires take structures: from the ground up, in the first five feet.
Hidden Hills learned this the hard way in November 2018, when the Woolsey Fire jumped the 101 Freeway and the entire city was ordered to evacuate, horses included. The gates that keep the city private do not keep embers out.
Hidden Hills lots also carry more structures than a typical suburban parcel: house, barn, stable, tack room, corral shelters. Under the draft regulations, each structure carries its own ember-resistant zone.

Mulch, shavings, hay, firewood, dead plants, stored items: all of it leaves the 0-5 ft zone around each structure. Estimated deadline 2027-2028.
Replace what burns
Combustible fences, gates, and attached structures in the zone get replaced. The local jurisdiction sets the deadline, up to 5 years after adoption.
New fences & rebuilds
No new combustible fences within the zone once regulations adopt. Fire rebuilds meet Zone Zero from day one, with no grace period.

LA County Fire enforces Zone Zero in Hidden Hills
Hidden Hills has no city fire department of its own. The city contracts with the Los Angeles County Fire Department, served locally by Fire Station 68 on Calabasas Road. County fire already runs annual defensible space inspections beginning May 1, and Zone Zero will layer onto that existing program.
Enforcement is education-first under the April 2026 draft. Inspected properties receive a report and a minimum of 30 days to complete corrections. The state framework is the floor; the county writes the specifics that govern your parcel.
